PER 294 is a DHS/FEMA-certified, 8-hour, tuition-free, performance level course designed with a proactive approach to testing the Emergency Operations Plans (EOPs) of rural communities in an Emergency Operations Center (EOC) environment. EOPs are all hazard plans developed for use by state and local jurisdictions to ensure a coordinated and effective response to natural, technological, or man-made disasters that may occur within an area. It serves as the “game plan” for those who will be tasked with responding to an incident.
Testing these plans on a routine basis is critical to their effectiveness.

Topics covered will help participants to:

• Articulate the value of exercising an EOP.
• Describe the Homeland Security Exercise and Evaluation Program (HSEEP).
• Prepare an EOC for testing.
• Given a particular scenario, select an exercise type that best meets a jurisdiction’s requirements.
• Develop an exercise aligned with the HSEEP standards.
• Simulate role of an assigned EOC position

Course Description

This eight-hour performance-level course has been designed with a proactive approach to testing rural communities’ Emergency Operations Plans (EOPs) in an Emergency Operations Center (EOC) environment. In the process, the course provides relevant and valuable training to elected officials, EOC personnel, and rural community leaders representing both public and private sector entities. Throughout the training session, participants are provided with opportunities to exchange perceptions and best practices while interacting with participants from responder organizations, public and private sectors organizations, as well as with other EOC personnel working at regional and state levels. The emphasis of this course is a performance-oriented exercise which allows course participants to replicate the roles of various EOC personnel in an effort to test their community’s EOP. In the event that the community receiving the training does not have a written EOP, participants will be provided with a model EOP written for a rural county in the fictitious state of Columbia.

Course Prerequisites

*Participant must be a U.S. citizen or a foreign national approved by DHS.  Recommended (not required): IS-100: Introduction to Incident Command System (ICS), IS-200: Basic Incident Command System for Initial Response IS-700: An Introduction to the National Incident Management System (NIMS), IS-701: NIMS Multiagency Coordination System (MACS), and IS-800: National Response Framework, An Introduction.

You will receive specific class information via e-mail, approximately 5 days prior to class start.

**SD Office of Emergency Management is providing this training at no charge to participants.**

To receive credit for training you must be present for the entire course. 

Canceling Registrations

  • If a student can no longer attend a training they have registered for, they are asked to notify the State Training Officer as soon as possible prior to the date of class. At least 2 week’s notice is preferred, as then persons on waitlists can be let into the training with this notification. It is understood that certain circumstances may occur at times to prevent the giving of proper notification of cancelation.
