L-1301: Continuity Planning is a foundational 14- to 16-hour professional training course offered by the National Disaster & Emergency Management University (NDEMU) (part of FEMA) designed to help organizations build, maintain, and execute viable continuity operations.
Course Overview
- Purpose: Teaches participants how to develop, maintain, and implement a viable continuity plan for their organization or jurisdiction.
- Core Basis: Based on guidance from Federal Continuity Directives (FCDs) and the Continuity Guidance Circular (CGC).
- Target Audience: All levels of government and whole community partners.
- Part of: FEMA’s Continuity Excellence Series for professional practitioners.
Key Objectives
- Understand national continuity policy and directives.
- Define roles and responsibilities for key continuity personnel.
- Conduct essential function identification and a Business Process Analysis
- Identify risk mitigation strategies to support organizational resilience.
- Understand roles, responsibilities, and key elements required for a continuity plan outline.
Requirements & Series
Registration
- Students must first register with Event Smart at this link:https://sdoem.eventsmart.com/events/l-1301-continuity-planning-pierre/
- Send any prerequisite certificates required to take this course to the State Training Officer for approval.
- Then you will need to register through FEMA’s NETC Online Registration System using your SID or PIV.
- Complete the FEMA General Admissions Application (Form FF-USFA-FY-21-101) and list Colleen Dryden as the “Head of Organization” so your application can be approved and forwarded to NETC Admissions.

- Certification: Serves as a core requirement for Level I Professional Continuity Practitioner Requirements within FEMA’s Continuity Excellence Series.
- Prerequisite: FEMA recommends or requires completing IS-1300 Introduction to Continuity of Operations prior to enrollment.
