About the Course

The Homeland Security Exercise and Evaluation Program (HSEEP) provides a standardized, capabilities-based approach to exercise program management. Participants will learn nationally recognized best practices for designing, developing, conducting, and evaluating exercises that measure and strengthen core capabilities.

HSEEP is flexible and scalable, making it applicable to jurisdictions and organizations of all sizes.

Who Should Attend?

This course is designed for professionals involved in emergency management and exercise planning, including:

• Exercise Planning Team Leaders and Members
• Exercise Controllers and Facilitators
• Exercise Evaluators
• Exercise Program Managers
• Senior Officials responsible for organizational preparedness

Registration

1. Students must first register with Event Smart at this link: https://sdoem.eventsmart.com/?post_type=espresso_events&p=5294&preview=true
2. Send any prerequisite certificates required to take this course to the State Training Officer for approval.
3. Then you will need to register through FEMA’s NETC Online Registration System using their SID or PIV.
4. Complete the FEMA General Admissions Application (Form FF-USFA-FY-21-101) and list Colleen Dryden as the “Head of  Organization” so your application can be approved and forwarded to NETC Admissions.

Training Location

The training location will be sent by email after your registration has been approved. Please allow up to 48 hours for processing.

Student materials and additional course information will be emailed approximately 5 days before the course begins.

Important Information

⭐ Counts toward FEMA’s Advanced Professional Series (APS)

✅ Attendance for the entire course is required to receive credit.

💲 This training is provided at NO COST by the South Dakota Office of Emergency Management.

✔️  Registration for this course will closed at 2 pm on Tuesday, October 27, 2026.

Cancellation Policy

If you are unable to attend after registering, please notify the State Training Officer as soon as possible.

A minimum of two weeks’ notice is appreciated to allow waitlisted students the opportunity to attend.
